Pet Travel Within the Philippines: Permits and Papers
The rabies record, Veterinary Health Certificate and BAI Shipping Permit you need to fly or sail with a pet between islands, and the timing that trips people up.
The short answer
For inter-island travel you need a rabies vaccination record with a shot from the last 12 months, a Veterinary Health Certificate from a licensed vet, valid for only 5 days, and a Shipping Permit from the Bureau of Animal Industry, applied for online. Your airline or shipping line may add its own rules.
Taking your dog or cat home to the province, or moving to another island, means paperwork from two places: your vet and the Bureau of Animal Industry (BAI). Neither takes long. What catches people out is timing, because one of the documents expires within days.
What documents do I need?
For inter-island travel with a dog or cat, by plane or by ship, plan on three things:

You need one VHC per pet. Your airline or shipping line will have its own rules on top of this (carrier sizes, breeds, fees), so check them before booking.
Is it the same by plane, bus and ferry?
In practice, no. How strictly the papers get checked depends a lot on how you travel:

When I took my pet from Cebu City to Bantayan Island by bus and ferry, the only thing anyone asked to see was the vet card. Flying is different: airlines set their own document rules and check them at the counter, so read your airline's pet policy before booking.
Don't treat the ferry experience as a rule, though. The permit requirements apply either way, and a port that only glanced at the card one trip can ask for everything the next. Carrying the full set costs you a vet visit; being turned back at the port costs you the trip.
What is a Veterinary Health Certificate?
It's a vet's signed statement that your pet was examined and is fit to travel. To issue one, the vet will weigh your pet, do a physical exam, and check the rabies record. Per Aycardo Veterinary Clinic's travel guide, the pet needs to be apparently healthy and to have had a rabies shot within a year.
The catch is the validity: a VHC is only good for 5 days. Get it too early and it lapses before you board. Book the vet visit for two or three days before your trip.
Why does the rabies shot date matter so much?
Because it can add a two-week wait.

That's the rule described by Aycardo Veterinary Clinic. If your dog's shot has lapsed and you're flying next week, you're already too late. Check the date on the vaccination card the moment the trip is booked, not the week of.
How do I get the Shipping Permit?
Apply through the BAI's National Veterinary Quarantine Services Division at nvqsd.bai.gov.ph, using your VHC. Because the VHC only lasts 5 days, the order matters:
- Check the rabies date (see above), weeks ahead.
- Book the vet visit for two to three days before travel and get the VHC.
- Apply for the Shipping Permit online with the VHC.
- Bring printed copies of all three to the airport or port.
What should I carry on travel day?
- The VHC, Shipping Permit and vaccination card, printed
- The same documents as photos on your phone, in case a page gets wet or lost
- Your airline or shipping line's pet booking confirmation
- Your pet's name, weight and any medication written down, for whoever handles the carrier
Ports and airports don't always have signal. Make sure the copies on your phone open without internet.
Keep the dates where you'll see them
Every step here depends on two dates: the last rabies shot, and when the VHC expires. Write both into your pet's record the day you get them. Next trip, you'll know at a glance whether you're inside the 12-month window or need to start two weeks earlier.
Requirements change. Confirm the current rules with the BAI and your airline or shipping line before you travel. Leaving the Philippines with a pet is a different and much longer process.
